A few years back I could have an ICON of the Video Lan triangle right at
the top of my FoxPro browser and I could click on it and save songs to my
hard drive and play them back anytime.
At some point that functionality disappeared and for the life of me I
can't figure out to do that NOW - yet in plug ins, it says VLC is there, but I
don't find and can't use it.
Can someone advise me?

This was an extension to your browser, not part of VLC...

You need a vlc-specific mailcap entry if linux or mac is the platform.
If windows, have you highlighted the link then hit applications key and
arrowed down that menu recently? You may find vlc as one of your
options.
