[vlc] Stream MP4 file over the network

Hi Folks,

I want to stream a MP4 file over the network, similar to how VLC does
but how does the
VLC handle the buffering suppose the frames are displayed @60fps and
the transmission rate is 100 frames per second, how does the VLC take
care of synchronization or taking care of extra buffers.
